[#118] get_sample_mesh_3d_func() operational

Main changes:

• get_sample_mesh_3d_func() operational
  • useful for out-of-the-box and consistent 3d sampling of mesh
  • useful for multiple iterations over the same mesh with different limiting domain or polygons
  • =>used by tofu to compute vos
