We can now set environment variables
PGHOST,PGUSERandPGDATABASEto control howcgi-bin/pmt-locations.cgiandcgi-bin/get-event.cgiconnect to the database.Also error checking in these scripts is updated to handle connection failures and other errors reported by
psql(they have a different prefix).
