Add subject to monitoring etc

split logging and monitoring into separate ports. Add subject field to monitoring. Add slow control to reset middleman statistics. Minor tidy ups.
Relies on

• bugfix to json parser ToolFramework/ToolFrameworkCore#39 (well, strictly nothing in this PR relies on it, but the middleman is broken with the current ToolFrameworkCore HEAD)
• add subject to monitoring messages, split logging and monitoring across different ports ToolDAQFramework#45
• add subject to monitoring data libDAQInterface#18
