Adding a workflow to test Conan recipes with different configurations.

User story:
As a developer , I want to the pipeline builds the local Conan recipes for libodb and libodb-pgsql , so that the functionality of the recipes can be automatically tested with different configurations .

DoD:

• A workflow that triggers package builds using local recipes has been added.
• The workflow tests the build across various OS, architecture, and compiler configurations.
