This PR adds more methods to the events thrown at start and end of sieges. It also adds a SiegeSide variable to Sieges: SiegeWinner. Closes #400. Whitespacing fixes.

Description:
This PR adds more methods to the events thrown at start and end of
sieges.
It also adds a SiegeSide variable to Sieges: SiegeWinner.
