"Exclude from VPN" doesn't always seems to work #562

Do you use TrackerControl from Google Play/F-Droid/other?

Describe the bug
I have a application where I tried to to exclude it from VPN and still encounter issues of some requests not resolving when they do if I completely turn Tracker Control off. So in such situation it'd seems TC is still interfering with the application in some way.
Solving issue 561 would help in checking this.
