Every operational event across every platform is a signed
ReceiptPayload: the same identity, the same
audit format, the same billing unit, the same wire transport across every
vertical. The control plane stays deterministic. Inference advises;
receipts settle.
Three reference protocols, owned by no one. Apache-2.0 code, CC-BY-4.0 specification text. The wire format and the right to fork are public; Transaction Science writes the reference implementation and runs the optional hosted services.

Joules are the universal unit. Every receipt carries
total_cost_uwh, carbon_ug_co2e, and stage_count alongside the
domain-specific payload. The same number that pays for the operation
also accounts for it, audits it, and settles it across every platform.
The substrate is deterministic at the control plane and open at the protocol layer. Where inference is used, it advises — it does not control. Where data is reported, it is reconstructable — not summarised. Where value moves, it carries a receipt — not a footnote.
