Add test coverage for Operators New Page

Operators New Page had no test coverage. Added 9 tests following patterns established in Estate Index Page tests.

Tests Added

Created OperatorsNewPageTests.cs covering:

• Rendering: Page title, component presence
• Navigation: Cancel button behavior, post-creation routing
• Form validation: Required field enforcement
• Success/failure flows: Error/success message display
• UI elements: Checkbox visibility for custom merchant/terminal number options

Implementation

Uses Estate Index patterns for button discovery and navigation verification:
