The npc "Foreman Kaleiki" Is missing , he related to the quest "A Means to an End"

In the quest you need to use "Levine Family Termites" at "New Hearthglen Lumbermill" in "Dragonblight" what means you summon "Foreman Kaleiki" with the "Levine Family Termites" .
so i don't know exactly what bugged there the npc , the quest item or the place itself.
