SUDO_USERS: now you can add sudo users using dv.py commands, shortcut commands will be added as soon as possible.
NO_LOAD: it is now possible to unload ( excluding it from installing ) a official plugin/module from installing.
NOTE: these features will be improved by time. the values can be added through database vars or heroku config vars
