Fix CLI NAPI package publishing and align workspace release updates

• Fix npm publish automation so CLI NAPI platform packages can be published from cli/npm/* package directories
• Update CLI, SDK, GUI, and docs for the latest execution, plugin, cleanup, and command-surface changes
• Refresh workspace package metadata and build configuration to align release and runtime behavior across the monorepo
