Prevent long-running actions from being triggered on Draft Pull Request

We always trigger all the jobs on Draft PR which is a common case. It occupies runners and for most of the cases is not necessary. We can probably skip things like e2e tests until ready for review. This link may be helpful https://github.com/orgs/community/discussions/25722
