Test for is_home for noindex robots

is_archive does not return true for the news posts archive page, so should also test for is_home, which is confusingly named...

This would apply to:

• https://library.ucdavis.edu/news/
• https://library.ucdavis.edu/news/page/2/
• etc

Since these pages do not have a canonical link tag, Google will index any query parameter permutation separately.
