[SF][SelectDialog]: [A11y][The F6 group navigation is not working] #7567

Describe the bug
For the SelectDialog, pressing F6 key stays only on the list item and does not cycle within the dialog.

Reproduction steps
- Login using URL and instance.

In case password was changed, try pwd/pwd1 - Navigate to Goals from module switcher -> Click Development Goals Tab and Click Create Goals.
- Create from Interests buttons.
- Turn ON screen reader. Press F6 for group skipping.
Expected Behaviour
Pressing F6 should navigate to the main content of the page and for dialogs contents pressing F6 should receive focus to the header, list and the footer section.
