add a util method to get country ISO3 codes from a dataset #142
Description
we need to have a function to get the list of country ISO3 codes which intersects with a given vector or a raster dataset or bbox.
this can be used as below
- get a list of ISO3 code from a vector data to fetch all countries' data intersects
maybe, we can have a small conversion table as fgb which have admin0 country boundaries and ISO3 attribute inside rapida package. use this conversion table to get the list of iso3 codes
function names can be
- bbox2iso: convert bbox to iso codes
- iso2bbox: convert iso codes to bbox
- vector2iso: get iso codes from vector file
- raster2iso: get iso codes from raster file
