Adds a CONTRIBUTING.md at the repo root with guidelines for bug reports,
feature requests, validation results, and pull requests. Adapted from the
Numerics repo's CONTRIBUTING.md, with content updated for R package
development (roxygen2, testthat, R CMD check) and rfaR's BSD-3-Clause
license.
No code changes; no impact on R CMD check.
