ci: 接入中央 CI 复用工作流 (非 NMS)

接入中央 CI 复用工作流，UltiMenu 不需要 NMS，所以走非 NMS 校验这条路，needs-nms 设成 false。

工作流会在 JDK 17 和 21 两个版本下跑 mvn test 加 mvn package，相当于第一次真正在 CI 里把测试跑起来（之前 publish 是跳过测试的）。verify-nms 那个 job 会被 skip，这是预期的。

pin 的是浮动的 @v1，以后中央仓库重新 pin（比如安全更新、runtime 升级）这边会自动跟上，不用每个模块单独改。
