ci: 接入中央复用工作流 maven-ci (@v1, 非NMS)

接入中央 CI 复用工作流，走非 NMS 校验这条路径，JDK 17 和 21 两个矩阵都跑 mvn test + package。这个模块之前只有 publish.yml，在 JDK 8 上 build 还跳过了测试，现在第一次有真正的测试门禁。

pin 的是浮动的 @v1，以后中央仓库做安全 re-pin 能自动跟上。
