Call ordering - User Officer list order is not persistent

What is the problem and why is it a problem

After ordering the calls - if you navigate away and then back to the ordering page the calls are not in the order you just selected.
However, the User still has the correct order of calls.

Steps to reproduce (if it's a bug).

1. Order Calls
2. Navigate away from Call ordering page
3. Navigate back

@ellen-wright Sorry, my bad for being vague! Previously, the ordering tool showed the call list incorrectly ordered immediately after confirming the order, but at least the call ordering was correct on the user view. However, now I can see that the ordering on the user view can become random, irrespective of my call ordering.

I've just read that back and hope it makes sense!
