Update actions and Ubuntu version to latest versions.
Use different tag than EPOS-MSL CI job, so that the "latest" tag has the latest release, as defined in the EPOS-MSL repository MSL-API Dockerfile, whereas the "development" tag is used for the latest version on the main branch in the MSL-API repository.
