Hard restart should reload coco3.rom and config from vcc.ini

Pressing F9 twice or using File/HardReset should more completely reset VCC.
Also of interest: Using CPU config switching from 6309 to 6809 seems to do a clean reset but switching 6809 to 6309 does not.

Hard Reset is reloading settings for all DLL's. Coco3.rom is not being re-loaded yet. Some games trash the rom making a VCC restart necessary.
