Now that the initial VWSPython.vumark package PR has been submitted to microsoft/winget-pkgs, add automated winget-releaser support for subsequent releases. Also remove the now-resolved manual note from the release process docs. Closes #1984 Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
