Small change limited to an admin helper script, adding bounded retries for flaky Selenium timeouts; low blast radius but may slightly increase runtime when the service is slow.

Overview
Improves robustness of admin/create_secrets_files.py by replacing ad-hoc TimeoutException handling with a shared Tenacity-based RETRY_ON_TIMEOUT policy (3 attempts with exponential backoff).

Database/VuMark detail lookups now retry on timeouts and re-raise after exhaustion; callers handle the final timeout via try/except and reset the WebDriver before continuing.
