Steam profile avatars and frames not working

Please describe your issue in as much detail as possible:

On steam profiles (both mine and other users), the animated avatars and frames are static. Which is not the case for animated backgrounds, those are working fine. The issue persists on the steam In-game overlay web browser but not on my daily use web browser (not steam related).

Steps for reproducing this issue:

1. Open Steam --> View my Profile
2. Open In game Overlay --> Web browser --> Search steam --> Open Steam --> View my Profile
3. Open In game Overlay --> Friends lists --> click on profile picture
