Add quarterly and annual report templates

The automated_reporting module has a monthly_summary.qmd template. Adding quarterly and annual variants would cover the full reporting cycle for development programs.

Quarterly: trend analysis, quarter-over-quarter comparison
Annual: full-year summary with indicator trajectories and target achievement
