Add data quality checks script

[Varnasr]

A standalone R script that runs common data quality checks on survey data before analysis:

• Missing value patterns
• Duplicate detection
• Range validation
• Skip logic consistency
• Outlier flagging

This would bridge the gap between data collection and the analysis scripts in survey_tools/.
