Add command to create gemini API keys

This pull request adds a new CLI subcommand to automate the creation and configuration of Gemini API keys for teams in GCP. The main changes introduce argument parsing for the new command and route execution to the appropriate handler function.

New Gemini API key management functionality:

• Added import of create_gemini_keys_for_teams from create_gemini_keys to enable Gemini API key operations in the CLI (src/aieng_platform_onboard/admin/cli.py).
• Introduced a new create-gemini-keys subcommand with arguments for GCP project, bootcamp name, dry run, validation skipping, overwriting, and team selection (src/aieng_platform_onboard/admin/cli.py).
• Added logic to parse the new subcommand's arguments and invoke create_gemini_keys_for_teams with the relevant parameters, including support for processing a specific list of teams (src/aieng_platform_onboard/admin/cli.py).
