Summary

Updates DOCKER_VERSION to enable Admin repo with an updated image to address the following CircleCI error:

Error response from daemon: client version 1.40 is too old. Minimum supported API version is 1.44, please upgrade your client to a newer version

Server version is currently 27.3.1, which is API version 1.47.
