feature request: Ability to exclude specific namespaces from being watched by the operator.

Currently, the operator can either watch a few specific namespaces by setting the WATCH_NAMESPACE environment variable or watch all namespaces in the cluster.
It would be great to have an option to exclude certain namespaces from the operator's watch.

Hi, I’d like to implement this feature. However, I noticed that in https://pkg.go.dev/sigs.k8s.io/controller-runtime@v0.22.3/pkg/cache#Options, there isn’t a configuration option that can achieve this directly.

I did find the DefaultFieldSelector option — would it be possible to use this to exclude certain namespaces, for example with metadata.namespace != ns1, metadata.namepace != ns2 ?

What is the usecase for this - some namespaces should not be accessed or some kind of a sharding?

Would it be better to select namespaces using labelSelector?
