This pull request primarily targets issues that were found during the final sprint meeting. This includes various Work Instruction import fixes, rich text dark/light mode support, revised scrolling experience when adjusting work instruction step orders, and adjusted E2E tests to utilize the seeder data to improve consistent tests.
