Fixed carousel size

This pull request contains changes from two branches.

• The first branch makes layout improvements to Phoebe by allowing buttons previously on the Phoebe dashboard to persist within all Phoebe pages.
• The second branch modifies image carousel styling for a max height of 500px while keeping image aspect ratios.
