Upgrading to Angular 17 brokes lint command

Since we have upgraded to Angular 17, we have broken the lint command.
It's seems that eslint and related lib with and without Angular don't catch some rules in the eslintrc.js
we need to upgrade packages related to eslint and perhaps review the eslintrc file
