Re-tag of v0.1.2 — the .vxrt file is bit-identical to v0.1.2 (SHA-256:
0fe8498c9bd1ae119bcb0c75c8481b3a8b8be0f95c14f334d469851c19054156).

This tag exists so the iOS voxrt-silero-ios v0.1.3 consumer README links
resolve. Pair with:

• iOS: voxrt-silero-ios v0.1.3 (xcframework Headers/ collision fix)
• Android: voxrt-silero-android v0.1.2 (unchanged from v0.1.2 release)
