ltpa.keys are not getting generated with liberty 26.0.0.4

26.0.0.4 and Java 21(26.0.0.4-kernel-java21-openj9-ubi-minimal) --> ltpa keys are not generated
26.0.0.3 and java 21(26.0.0.3-kernel-java21-openj9-ubi-minimal) --> ltpa keys are generated(/opt/ibm/wlp/output/defaultServer/resources/security/ltpa.keys) on both amd64 and ppc64le
