feat(Get Classmate Work): Create endpoint for classmate Peer Chat other component work

• Check that the student is in the run and period.
• Have the student provide the nodeId and componentId of the Peer Chat component, the nodeId and componentId of the other component that we will get the student work from, and the Peer Group id they are in.
