a byte-level dist drift guard.

Enforcement: a real hard-gate engine (progress_check --gate final_audit) that
runs the audits as subprocesses and refuses completion on any non-zero exit,
including body-level checks — citation linkage (no inert literal [1]),
process-language / meta-narrative leak, and section-economy (4-6 sections).
Methodology gates: contribution-first, results-as-validation, reviewer-aware.
Lifecycle: build-from-materials + submission package + point-by-point
response-to-reviewers + resume. Bilingual (zh/en) native.

Includes hardening iter1-8 (black-box adversarial cycle: fresh no-context agents
found 3 shipped defects the old audits passed; rebuilt the enforcement layer to
read the manuscript body).
