0.3.1-prerelease-3

This is a prerelease, and there are some rough edges. Not all planned features have been implemented. For the latest stable release, see here.

This build will include placefile support, however it is NOT feature complete.

This update attempts to address a memory leak when switching radar sites. It's a compilation of two CI releases within the past 24 hours.
