Cache refinement (and others)

Looks like a big PR but is in fact not, just cleans up a handful of things so I can retire in peace:

• Caches most stuff at process exit instead of while the app is running
• Fixes some caching for areas for those not using koji
• Removes any usage of node's native fetch and just replaces with node-fetch, since it was already being used anyway
• postinstall script to ensure a masterfile exists
• try/catch block around the favicon plugin for users who don't understand docker
• The rest are type refinements
