Migrate stops dashboard to new repository and give access to team members

• Maybe the name is stop_detection_dashboard.
• Copy the scaffolding and readme, and maybe cypress from nomad-website, so we can eventually publish it @pran-tae
• @carolineychen8 can send other hosting tools to @pran-tae
