We had a small hitch transferring from a personal repo without being an org member. Going forward for project transfers, we'll start with creating a champion team, adding champions to the team, then asking for them to initiate the transfer (cc @yoshuawuyts).

As of 11/13, WASI OTel has been moved to phase 1, and this PR updates the proposals document to reflect this.
