Unified scan --import workflow

The standalone store import command has been removed. Use store scan --import instead, which discovers skills from agent directories and imports them in a single step. This eliminates the confusion between import and install by giving each command a clear, distinct purpose: scan --import for batch discovery, install for individual tracked installs.

Simplified scan options

Removed --link-source and --track-source flags from the scan command. The --keep-source flag now clearly means "keep original files in place instead of replacing with symlinks." Option descriptions have been tightened for clarity.
