Release for core 3.0

No major issues have been encountered, so off we go...

New features:

• [+] Integration with the TGRelay module. Telegram users can request factoids from Telegram.
• [+] Variables inside factoids.
• [+] All arguments are now passed

Bugs fixed:

Internal changes:

• [*] Updated components for WildPHP 3.0

Known issues:

• [*] Variables need documentation and there should be 'flag' variables, to disable prepending of target user for example.

Hotfix

It was impossible to create global factoids. This release fixes that.
