This release publishes the portable Python runtime as a release asset instead of storing it in Git history.

Highlights:

• Added RUNTIME_BUILD.md to document runtime delivery and rebuild flow
• Clarified in README, DEVELOPMENT, and UPDATE_RELEASE that resources/runtime/runtime.zip is a release artifact, not a tracked source file
• Removed the personal local DLL fallback from mpl_surface_fastpath so runtime loading depends only on bundled DLLs
• Tightened the documentation structure across README, DEVELOPMENT, and UPDATE_RELEASE
