First v4.15.0 tag push surfaced the gap:
gh release uploadrequires a pre-existing release page. moldchat doesn't hit this because release-please creates the page before sigstore-sign runs. We have no release orchestrator yet, so the workflow now bootstraps the page itself with auto-generated notes when missing.
