用户指出文档未与决策同步:Bug 工具早就多 adapter,通知早就多端,文档却仍写"禅道"和"三端"。违反主宪章 §1 同步铁律。本 PR 一次性批改 + 立 canon(§36 §37)防再漂移。同时把 V1.10 标记的 n7 已知 issue 修了,strict mode 100% PASS。
