Add AI-based Performance Tuning Recommendations as Site Health Tab (requires WP 7.0)

Feature Description

Propose adding actionable AI-based performance tuning recommendations, leveraging system details as input context when AI functionality is available (requires WordPress 7.0 or higher). The feature could be implemented as a new tab within the Site Health screen. This will allow site administrators to receive targeted, automated advice for optimizing site performance based on real system/server/application data.

See https://github.com/adamsilverstein/wp-performance-wizard for reference - this issue proposes something similar to this plugin. Proposing this for the core plugin now because AI has become sophisticated enough to provide useful, actionable recommendations - and soon will likely be making those fine tuning adjustments on the users behalf.
