Remove Octoscan and Poutine from workflow linting

Closes #207.

In general, there is a ton of overlap between the three tools. Zizmor has shown to be more promising and able to satisfy most of the requirements without needing the other two To avoid excessive noise, these should just be removed.

This will trigger a scanning tool error in the Security and quality -> Code scanning menu once the change is merged. I can go in and clear them (I'll screenshot them too because I can't remember exactly where and how they appear).
