Disable CI on Dart >=2.14 for now

Motivation

CI fails on Dart >=2.14 since our current analyzer version range doesn't support the <<< operator, causing build failures.

These failures are noisy and make it easier to mistake legitimate failures for expected ones.

Changes

Disable CI on Dart >=2.14 until we're able to get the build passing on it (i.e., once we're on analyzer 1.x).
