Should the start up script pull ftp user passwords from a file which is outside of the repository? |

Currently all the ftp users and passwords are stored in the alaska_ftp_volume docker volume! |

Alaska is now able to correctly configure its FTP docker container.
Also, every image/container has the correct timezone (America/Los_Angeles), and all intermediate containers are removed with --force-rm flag.
