Add IT to validate PseudoTransactions #602
Description
Unclear how best to simulate this, but consider UnlModify and the others. With the new high-speed ledger acceptor, we won't need to wait very long for 256 ledgers, but we'll want to think about how to deterministically get these pseudos to show up.
